Japan’s Toyo Engineering to build OSBL at Petronas’ SAF site

Toyo Engineering and Construction said it has been awarded the contract to construct the Outside Battery Limit (OSBL) facilities within the Pengerang Integrated Complex (PIC).

PIC is currently constructing a biorefinery plant to produce sustainable aviation fuel (SAF) with Toyo-Malaysia entrusted with the engineering, procurement, construction and commissioning (EPCC) of the OSBL facilities.

OSBL refers to utilities (such as steam and electricity), feedstock supply and SAF shipment pipelines, auxiliary facilities, and warehouses.

Petronas’ PIC SAF site is currently being developed in Johor Malaysia.

Earlier in January, PIC awarded the contract for development of Hydrogen Production Unit (HPU) for its biorefinery under construction at Johor, Malaysia to Maire’s Kinetics Technology (KT).

The Pengerang Biorefinery is a joint venture between PETRONAS Mobility Lestari, Enilive and Euglena. Under the contract, KT will provide licensing, as well as engineering, procurement, construction, and commissioning (EPCC) services for the HPU.

The companies reached a final investment decision on the PIC in July last year. The three firms announced plans to establish a joint venture company in Malaysia to construct and operate the biorefinery, with PETRONAS Mobility Lestari Sdn Bhd (PMLSB), a subsidiary of PETRONAS, and Enilive as the largest shareholders.
